the 辞書形 (jishokei) is suppose to be the very basic simple present tense.
the western book that connotes ます形（masukei) with simple present tense may have to be reviewed. It's not wrong, because masukei is the 丁寧（teinei) form of the 辞書形(jishokei) but it is also not entirely right. Draw your own conclusion.
